Next thing is that there are lots of mobile having features to block calls with number so you have to check that whether your cell phone have this feature or not and if you are using any multimedia cell phone then i think your cell phone will have this facility to block that number. If you have this feature then you can block that number without using any software externally. With that you can even block your sms facility for that number.

And next thing is that it is not easy task to get the name of the person directly as it is against telecom authority policy in which they can't leak out any information of the user so you can't get to know about that number directly but you can complaint to local police station and can take a complain copy from police station and when you will show that complaint paper to telecom department then they can give you details about that number. And i think this is the only easy way by which you can get to know about that person else using any software will only block number and using these software is not that tough you just need to put that number in block list.
