Cell Phone Package that offer free unlimited messages?


I am planning to gift a cell phone to my sister on her this  birthday. But I am quite confused that to which service provider I should make contract for her cell phone package. She usually does not talk much on cell phone but she love to do message her friends. I have heard that AT&T are providing best cell phone package these days with free unlimited message for full one year when we sign a year contract with them. But still I want to have your suggestion which one will be best for me to gift her?
