I was also amazed the way you are when i first heard about this device called cell phone stun gun. Now that i've told you about the concept, the reason behind it is increase in rate of muggings, rapes, and home invasions. The legality of this weapon depends from country to country, as you haven't mentioned the country and state you stay in , I cannot tell you whether it is legal for you to buy this weapon or not.
