How to connect PC to TTY Phone?


I am trying make a call to my brother on his tty from my laptop computer. I am using nextalk.net and it seems to be working on the computer. However I have tried many times to establish a connection and it says the phone is received at the other end but all I ever get is a buzzing sound on the headphones. Is there any sort of test (TTY) number one can call to make sure the program is working? Do you guys know about any service where I can look up the phone number so that I know its a correct number. Further I m trying to make call in same state. What is the problem with tty phone?

Plug one end of phone cord into the TTY device and the other end into a phone jack. Turn TTY on. Press and hold Ctrl key and Dial the key simultaneously. Dial the number and then hit return. The TTY will indicate the status of the phone call by showing ringing, busy. Plug telephone into the phone jack if you have an acoustic coupler. Turn on TTY. Remove the handset and then position it correctly on the acoustic coupler designed for this purpose. The telephone should fit snugly to the acoustic couplers to prevent external noise. Then Dial the telephone in the usual manner. Watch signal on the TTY screen. A rapid blink will indicate the phone line is busy. An erratic blink will indicate a connection.
