As you said that your desktop PC runs very slow and you are using the Windows Vista operating system and also you said that the rapimgr.exe taking the 100% CPU for each start up. So firstly I want to tell you that the rapimgr.exe is a process associated with the ActiveSync software from Microsoft. The active Sync is software used to synchronize data on your PC with a mobile system such as a pocket PC or a mobile phone. It is important for the ActiveSync function so should not be removed from your computer.

The rapimgr.exe process is a very safe process and it did not harm your computer. It is unlikely to pose any harm to your system. The rapimgr.exe process is used by 'Microsoft Active Sync. Microsoft Active Sync’ is an application created by Microsoft. If you want to stop rapimgr.exe permanently from your computer system then uninstall 'Microsoft ActiveSync' from your system. The system process errors are mainly due to problems with conflicting applications running on your PC. Consider uninstalling any applications you are not using or use speed up My PC selectively.
